CREDI recently completed an external evaluation of the Danish Refugee Council’s (DRC) project focused on enhancing healthcare access and integrating migrant health services into the national system in Bosnia and Herzegovina. The project, titled “Support to Health Transition,” was financed by the Swiss Development Cooperation (SDC). Conducted from September to October 2024, the evaluation aimed to assess the project’s alignment with its goals, objectives, and Theory of Change, alongside its relevance to national development strategies and responsiveness to the needs of migrant communities.
Guided by the OECD DAC criteria, the evaluation examined key areas, including the project’s relevance, effectiveness, efficiency, and timeliness in achieving its intended results. Specific areas of focus included the alignment of project design with national priorities, the effectiveness of strategic approaches, integration of resources with local capacities, and the quality and timeliness of inputs, reporting, and monitoring systems. Additionally, external factors that impacted project outcomes were considered to provide a comprehensive analysis.
Using a mixed-method approach, the evaluation involved desk reviews, interviews, and ongoing stakeholder engagement, incorporating insights from relevant ministries, stakeholders, healthcare providers, and DRC staff. This inclusive approach enabled CREDI to offer a well-rounded assessment and practical recommendations for future health and migration initiatives in Bosnia and Herzegovina.
