The third community event was successfully held on 2 December 2025 at Hotel Jelena in Banja Luka, bringing together representatives of public institutions, local governments, civil society organisations, the private sector, and experts engaged in renewable energy and energy-transition processes. The event was organised as part of the broader initiative to present and contextualise the Framework for Green Industrial Policies in the Western Balkans, developed by the GAP Institute with the support of the Open Society Foundation. It placed particular focus on the role of citizens, households, and communities in advancing the transition toward cleaner and more sustainable energy systems. CREDI and RESET jointly organised the event.
Through a series of presentations and discussions, participants examined key challenges shaping the shift from fossil fuels to renewable energy in Bosnia and Herzegovina, including regulatory barriers, grid capacity constraints, and the need for clearer pathways for prosumers and energy communities. An open debate allowed stakeholders to exchange practical experiences and reflect on issues such as permitting procedures, institutional capacities, energy poverty, and the broader implications of upcoming EU mechanisms such as CBAM. Participants emphasised the importance of stronger coordination among institutions, transparent rules, and proactive citizen engagement to ensure a fair and inclusive energy transition.
The event concluded with key messages stressing the need for clearer implementation steps, improved communication with citizens, and stronger support for local initiatives. The high level of interaction and positive participant feedback confirmed the relevance of citizen energy as an essential component of the green transition in Bosnia and Herzegovina.
