The Western Balkan Economic Think Tanks Network (WEBecon), including CREDI as one of its members, has published the Roadmap for Improving Efficiency, Implementation and Transparency of State Aid Expenditures in the Western Balkans. The document provides a comprehensive and practical framework for strengthening the design, management, and oversight of state aid across the WB6 economies, aligning national systems more closely with EU standards and good international practice.
Developed within the project “Establishing a platform for dialogue and transparency of state aid policy in the Western Balkans – 6”, the roadmap identifies key systemic challenges—ranging from uneven spending patterns and limited institutional capacities to weak coordination, insufficient transparency, and scarce impact evaluations. It then outlines three strategic objectives for reform:
- improving the efficiency of state aid expenditures,
- enhancing the implementation of state aid measures, and
- increasing transparency and accountability in state aid allocations.
Each objective is accompanied by clear recommendations, proposed activities, responsible institutions, and expected benefits, offering governments a structured and actionable tool for reform. The roadmap also emphasizes the importance of evidence-based policymaking, stronger monitoring and evaluation systems, harmonisation of regulations, and the creation of modern digital platforms for reporting state aid data.
